01 · The Challenge — The Golden Three Hours
Core tension: Centralized authority vs. distributed sensing. Child abduction cases have a "golden 3-hour" window — it's a race against traditional information-relay speeds.
In the old model, police held centralized authority while communities had distributed, unorganized sensing capability — with no efficient connection protocol. Once the golden window closed, criminals could move fast. The greatest waste was failing to mobilize the people physically nearest to the incident.

Ji Sime Chizuo — The First Child Recovered by TuanYuan
A 2-year-old Yi ethnic girl was abducted at a train station. Officers quickly published photos and suspect CCTV screenshots. Everyone within 100km received an alert. In just 32 hours, a taxi driver spotted her and called the police — the child was safely rescued in Zhengzhou. This proved the core design thesis: criminals cannot outrun the speed of information.
