01 · The Challenge — The Golden Three Hours
Core tension: Centralized authority vs. distributed sensing. Child abduction cases have a "golden 3-hour" window — it's a race against traditional information-relay speeds.
In the old model, police held centralized authority while communities had distributed, unorganized sensing capability — with no efficient connection protocol. Case: Ji Sime Chizuo — The First Child Recovered by TuanYuan
A 2-year-old Yi ethnic girl was abducted at a train station. Officers quickly published photos and suspect CCTV screenshots. Everyone within 100km received an alert. In just 32 hours, a taxi driver spotted her and called the police — the child was safely rescued in Zhengzhou. This proved the core design thesis: criminals cannot outrun the speed of information.
